This is to say that laid down rules and doctrines of the various religions find fault in ethical relativism. This theory has also been faulted because considers the right, wrong and the truth as relative. It does not make sense to conclude that certain things are right on the basis of a school of thought by a group of people. A typical example of this scenario was the slave trade where by as much as it was acceptable in the past, the world today does not entertain it. In general, relativis m does not provide for absolute ethics. Ethical relativism on the other hand undermines the existence of God according to the various religious systems in the world (Wear, Bono and McEvoy, 10). It should also be understood that this theory is faulted simply because ethical standards and norms keep changing with time. Relativism becomes false on the basis of an individual’s affiliation to a particular religious system. Personally, it is false since it does not recognize absolute ethical values. On the contrary it is true that many people accept this theory simply because it is not as strict as long as an individual or a group of people can justify a deed, then it is right. This theory offers a comfort zone that is relatively free of condemnation thus an ever increasing following. According to Hinderer (chap. 5), speciesism can be defined as a discriminative gesture by human beings against other species. It can also be defined as the act of putting human beings under privileges and advantages as opposed to animals. As a result, different species have different rights and values. Peter Singer’s arguments, with respect to whether our treatment of animals is speciesist or not, is valid. The fact that animals too share similar moral status with human means that they should be treated right without discrimination. Thousands of Kurds have supposedly been killed and buried in mass graves by the army during Saddam Hussein’s regime; the atrocities against Kurds is one of the main crimes against humanity for which he is facing trial. His conflict with the west commenced with his attack on Kuwait 1990 and ended with his defeat and deposition in 2003. It is of immense importance to thus define the various issues of the research assignment. The respondents are generally selected through random sampling in a statistical manner aimed at achieving a response from the selected sample, which will be representative of the total population. Qualitative research methods are vastly different and concentrate on working with smaller groups known as focus groups. These focus groups are selected with great care but later subjected to intensive questioning and interviewing by trained researchers who are very well versed in qualitative techniques. It is the job of these researchers to ensure that their respondents are able to provide them with subjective and interpretative data, which would have never come out with quantitative techniques. There are however some techniques wherein it is possible to integrate qualitative and quantitative methods in research. In the first approach, qualitative methods contribute to the development of quantitative instruments, such as the use of focus groups in questionnaire construction. The second model consists of a primarily quantitative study that uses qualitative results to help interpret or explain the quantitative findings. In the third approach, quantitative results help interpret predominantly qualitative findings, as when focus group participants are asked to fill out survey questionnaires at the session. In the fourth model, the two methodologies are used equally, in parallel to cross-validate, and build upon each others results. †¦ may operate under one or more of these models; the approaches are not mutually exclusive. (Weinreich, 1996) It is felt that integrating quantitative and qualitative research methods will lend depth and clarity to this research assignment. Using multiple approaches can be time-consuming, labour-intensive and expensive, but also possibly the most productive. In addition to obtaining information from primary sources like official websites and journals, the researcher also proposes to carry out a detailed questionnaire based survey of 20 Iraqis for obtaining primary information on the key issues. The respondents can be sourced with the help of the Iraqi embassy. It is anticipated that there will not be much difficulty in obtaining agreeable respondents once the purpose of the study and the research credentials are clarified. As the sample population is not very large the questionnaires will have to focus on the research issues and on obtaining a qualitative response. This could be done either by framing 20 open ended questions focusing on research issues or by using 20 questions with multiple choice answers. Multiple choice questions will allow respondents to chose their response from a set of answers and be useful in preparing a tabulated response. The researcher is in favour of using a range of leading open ended questions but will have to use excellent interviewing skills, either personal or outsourced to get authentic responses. The code of ethics will be followed strictly both during the framing of the questionnaire and the conduct of the interviews. The right of the respondents to privacy and confidentiality will be strictly observed as well as their wish to answer questions. The findings of the primary research and the findings obtained from a study of the secondary literature will need to be matched and cross tallied for support or contradiction to arrive at logical supported findings and thence to conclusions. 4. Limitations of Study A number of constraints could arise during the course of the dissertation that could in some ways affect its final quality. The researcher has already started reading the data available from secondary sources and does not anticipate any problems to arise from unavailability of secondary data. However the possibility of missing out on some important information due to lack of time or knowledge does exist. The researcher proposes to interview 20 people to obtain responses on issues relevant to the matter under investigation. This is still a grey area as no respondents have been finalised yet but the researcher does not anticipate much difficulty in obtaining these responses. The subject proposed for investigation has multiple has multiple perspectives, evidenced by the large number of theories. The study will require time and perspicacity for a proper and acceptable result. The researcher proposes to make sincere efforts to examine the issue from different perspectives. The Ideology Of The Ruling Party Politics Essay India with a population of around a billion and an electorate of over 700 million is the worlds largest democracy and, for all its faults and flaws, this democratic system stands in marked contrast to the democratic failures of Pakistan and Bangladesh which were part of India until 1947. Unlike the American political system and the British political system which essentially have existed in their current form for centuries, the Indian political system is a much more recent construct dating from Indias independence from Britain in 1947. The current constitution came into force on 26 November 1950 and advocates the trinity of justice, liberty and equality for all citizens. In stark contrast with the current constitution of Japan which has remained unchanged, the constitution of India has been one of the most amended national documents in the world with more than 80 changes. Many of these amendments have resulted from a long-running dispute involving the Parliament and the Supreme Court over the rights of parliamentary sovereignty as they clash with those of judicial review of laws and constitutional amendments. Indias lower house, the Lok Sabha, is modelled on the British House of Commons, but its federal system of government borrows from the experience of the United States, Canada and Australia. THE EXECUTIVE BRANCH The head of state in India is the President. This is normally a ceremonial role, originally modelled on the British monarch to advise, encourage and warn the elected government on constitutional matters. The President can return a Parliamentary Bill once for reconsideration and, in times of crisis such as a hung Parliament, the role is pivotal. The President can declare a state of emergency which enables the Lok Sabha to extend its life beyond the normal five-year term. As members of an electoral college, around 4,500 members of the national parliament and state legislators are eligible to vote in the election of the President. The Indian Presidency has recently attracted special attention because for the first time a woman now occupies the role: Pratibha Patil who was formerly governor of the northern Indian state of Rajasthan. There is also the post of Vice-President who is elected by the members of an electoral college consisting of both houses of parliament. The Vice-President chairs the the upper house called the Rajya Sabh. The head of the government is the Prime Minister who is appointed by the President on the nomination of the majority party in the lower house or Lok Sabha. Currently the Prime Minister is Manmohan Singh of the ruling United Progressive Alliance. Key features of the Prime Minister (head of government): Commander in Chief of the military and acts as ultimate military authority. Through the cabinet proposes the bulk of legislation to the House of the People Acts as the head of the Majority party in the House of the people and is installed. No term limit and can be removed through a vote of no confidence. Key Features of the President (head of state) key features: elected to 5 year terms. Ceremonially appoints the Prime Minister Appoints the Cabinet Ministers Can dissolve the Lok Sabha after the Prime minister loses a vote of no confidence. Can declare national state of emergency or Presidential rule of a state. Ministers are then appointed by the President on the recommendation of the Prime Minister and these ministers collectively comprise the Council of Ministers. THE LEGISLATIVE BRANCH The lower house in the Indian political system is the Lok Sabha or House of the People. As set out in the Constitution, the maximum size of the Lok Sabha is 552 members, made up of up to 530 members representing people from the states of India, up to 20 members representing people from the Union Territories, and two members to represent the Anglo-Indian community if it does not have adequate representation in the house according to the President. Currently the size of the house is 545 made up of 530 elected from the states, 13 elected from the territories, and two nominated from the Anglo-Indian community. By far the largest state representation is that of Uttar Pradesh with 80 members. At the other end of the scale, three states have only one representative each. There are certain constituencies where only candidates from scheduled casts and scheduled tribes are allowed to stand. Each member except the two nominated ones represents a geographical single-member constituency as in the British model for the House of Commons. Each Lok Sabha is formed for a five year term, after which it is automatically dissolved, unless extended by a Proclamation of Emergency which may extend the term in one year increments. This has happened on three occasions: 1962-1968, 1971 and 1975-1977. Elections are a huge and complex affair which nationwide are held in five seperate rounds taking a total of 28 days. Link: Lok Sabha The upper house in the Indian political system is the Rajya Sabha or Council of States. As set out in the Constitution, the Rajya Sabhahas has up to 250 members. 12 of these members are chosen by the President for their expertise in specific fields of art, literature, science, and social services. These members are known as nominated members. The remainder of the house currently comprising 238 members is elected indirectly by the state and territorial legislatures in proportion to the units population. Again, of course, the largest state representation is that of Uttar Pradesh with 31 members. The method of election in the local legislatures is the single transferable vote. Terms of office are for six years, with one third of the members facing re-election every two years. The Rajya Sabha meets in continuous session and, unlike the Lok Sabha, it is not subject to dissolution. Link: Rajya Sabha The two houses share legislative powers, except in the area of supply (money) where the Lok Sabha has overriding powers. In the case of conflicting legislation, a joint sitting of the two houses is held. If there is a conflict which cannot be resolved even by the joint committee of the two houses, it is solved in the joint session of the Parliament, where the will of the Lok Sabha almost always prevails, since the Lok Sabha is more than twice as large as the Rajya Sabha. POLITICAL PARTIES In India, political parties are either a National Party of a State Party. To be considered a National Party, a political party has to be recognised in four or more states and to be either the ruling party or in the opposition in those states. Ever since its formation in 1885, the Indian National Congress (INC) and its successor has been the dominant political party in India. For its first six decades, its focus was on campaigning for Indian independence from Britain. Since independence in 1947, it has sought to be the governing party of the nation with repeated success. As a result, for most of its democratic history, the Lok Sabha has been dominated by the Indian Congress Party which has been in power for a great deal of the time. However, since the Congress Party lost power in 1989, no single party has been able to secure an overal majority in the Lok Sabha, making coalitions inevitable. Also, unlike Japan where the Liberal Democrat Party has been in power almost continuously, Congress has had (usually short) periods out of power, between 1977-1980, 1989-1991 and 1996-2004. The original Congress Party espoused moderate socialism and a planned, mixed economy. However, its spin-off and successor, Congress (I) I in honour of Indira Gandhi now supports deregulation, privatisation and foreign investment. While the Congress Party has historically dominated Indian politics, the leadership of the Congress Party in turn has been dominated by one family: Jawaharlal Nehru, Indias first Prime Minister, served for 17 years; his daughter Indira Gandhi later became Prime Minister; his grandson Rajiv Gandhi was also Prime Minister; currently the widow of Rajiv Gandhi, the Italian-born Sonia Gandhi holds the position as Congress President although she has refused to accept the post of Prime Minister; and her son Rahul Gandhi is a Member of Parliament, while her daughter Priyanka Gandhi is an active political campaigner. The Indian Congress Party is the leading party in the Centre-Left political coalition called the United Progressive Alliance (UPA) which embraces a total of 16 parties. The other major, but more recently-established, political party in India is the Bharatiya Janata Party (BJP). Created in 1980, it represents itself as a champion of the socio-religious cultural values of the countrys Hindu majority and advocates conservative social policies and strong national defence. The BJP, in alliance with several other parties, led the government between 1998-2004. The Bharatiya Janata Party is the leading party in the Right-wing political coalition called the National Democratic Alliance (NDA). When it was originally founded in 1998, there were 13 parties in the coalition but currently there are eight. A Third Front is a grouping centred on the Communists. THE JUDICIAL BRANCH The Supreme Court is the highest judicial authority in civil, criminal and constitutional cases. The court consists of up to 26 judges, including the Chief Justice of India, all of whom are appointed by the President on the recommendation of the Prime Minister. They serve until the age of 65. THE STATES India is a huge country both demographically and geographically and consequently it operates a federal system of government. Below the national level, there are 28 States and seven Union Territories. The largest of Indias states is Uttar Pradesh (UP) in the north of the country. With over 175 million inhabitants, UP is the most populous state in India and is also the most populous country subdivision in the world. On its own, if it was an independent nation, this state would be the worlds sixth biggest country. Only China, India itself, the United States, Indonesia and Brazil have a higher population. In Indian general elections, it fills more than one-seventh of the seats in Indias Parliament and, such is the states caste-based and sometimes violent politics that, currently a quarter of UPs MPs face criminal charges. Over the years, India has evolved from a highly centralised state dominated by one political party to an increasingly fragmented nation, more and more influenced by regional parties and more and more governed locally by unstable multi-party alliances. In the General Election of 2009, Congress and the BJP faced each other in only seven of the 28 States; elsewhere, one of the two national parties faced a regional party. CONCLUSION Politics in India is much rougher and much more corrupt that in the democracies of Europe and North America. Political assassination is not uncommon: the revered Mahatma Gandhi in 1948, the Prime Minister Indira Gandhi in 1984, and the Prime Minister Rajiv Gandhi in 1991 were all killed by assassins. Communal, caste and regional tensions continue to haunt Indian politics, sometimes threatening its long-standing democratic and secular ethos. Recent years have seen the emergence of so-called RTI activists tens of thousands of citizens, often poor, sometimes almost illiterate, frequently highly motivated who use the Right To Information legislation of 2005 to promote transparency and attack corruption in public institutions. In the first five years of the legislation, over a million RTI requests were filed and so threatening to authority have some of the RTI activists become that a number of have been murdered. (B) The ideology of the ruling party Political parties in India love to talk about ideology. Each political party is supposed to have an ideology. So even if a political party does not have any ideology, it will never say so. If you were to ask probing questions about a partys ideology to a staunch loyalist of the party, you would either be bombarded with a short, nebulous and high-sounding label or be told that the ideology is too complex for anyone to understand so quickly and one would need to spend a few years in the party to really understand the ideology of the party. The mystification of ideology goes back in Indian history to Gandhi. From around 1920 to 1947, Gandhi ruled over Indian political scene through the ideological direction that he provided to Congress. Gandhian ideology was supposed to be very simple, based as it was on just two simple principles of truth and non-violence. Yet, it was not so simple. Nobody, during Gandhis time (and even after his death), could claim to have understood Gandhian ideology completely. Followers of Gandhi would claim their degree of understanding of the ideology based on the years they had spent with Gandhi. Ideology of Gandhi consisted of all that he spoke over the years. If there was an internal inconsistency or contradiction in his utterances or actions, it was not for a Gandhian to question it. All that an ordinary mortal could do was to just look with reverence at all that Gandhi did. If Gandhi deviated from what he had said in the past, it was hailed as development of Gandhian thought and was acclaime d as an experiment with truth. On the other hand, if anyone else moved a step beyond literal words of Gandhi, it was condemned. Gandhi was surely a great leader. But his ideology did not live past him. Even his brightest follower, whom he liked most, did not follow his ideology. Nehrus dreams of modern India had nothing Gandhian about them. As long as Gandhi lived, for Congressmen, sole source of ideology was Gandhi. After Gandhis death this position passed on to Nehru. After Nehru, there was a brief interlude when Lal Bahadur Shastri in his position as the sole fountainhead of Congress ideology proclaimed Jai Jawan, Jai Kissan. Soon after the interlude, Indira Gandhi stepped in. Her vision of socialism was a departure from Gandhi, Nehru and Lal Bahadur Shastri. Such departures did not bother Congressmen who, by that time, knew only one ideology Boss is always right. Less than a decade after Indira Gandhis death, a Congress Prime Minister initiated reforms and demolished licence-permit-quota-raj built assiduously by Indira Gandhi and Nehru. The same Congressmen, who had been declaring their unflinching loyalty to Nehru-Indira ideology, now were the champions of economic reforms, liberalization and globalization. Temples of modern India, built as part of Nehrus vision, were to be sold as part of disinvestment and Congress was applauding. The irony is that the author of economic reforms has now become the prime minister of India with support of socialist and communist parties. He continues to talk of reforms in the same breath as reservations for backward classes in private sector. Ideological contradictions have never bothered Congress. The party has evolved through contradictions and probably that is its greatest strength. Irrespective of all that Congress leaders may shout from public platforms, the essential ideology of Congress is pragmatism. Cynics might say that pragmatism is a lofty word for collective unbridled pursuit of self-interest. But that is just another way of looking at Congress, which claims to be a party that knows how to rule. It is a party that knows how to mould itself to suit the circumstances. If it sees wide support for Hindutwa, it will jump to the Hindu bandwagon. One cannot forget that Rajiv Gandhi took the lead in production of TV serials like Ramayan and Mahabharat; and Sardar Patel took the initiative for reconstruction of Somnath temple. On the other hand if Muslim fundamentalism is the flavour of the month, Congress can even get parliament to pass a law that overrules a Supreme Court judgement. Being on the right side of the ideological divide, in line with changing times, is a natural gift of the Congress. The party can be different things to different persons and no one can afford to make a categorical statement about the ideology of Congress. As they say, it is so profound and complex that you will need to devote a lifetime to understand it and may be even then you would still not have understood it. Of course, if you are fortunate enough to become President of All India Congress Committee and Prime Minister of India, every statement you make will be accorded the status of Biblical truth. There are a large number of Indian parties, which are just clones of Congress. Most of them are regional parties. They have failed to become national parties because (a) they are unable to match the brand goodwill that Congress enjoys and (b) they do not have the resources that Congress commands. Many of them are successful in their region because their leaders are able to maintain a closer (compared to Congress and other national parties) contact with local aspirations and are able to better satisfy the collective unbridled pursuit of self-interest of the breed that is known in todays India as political workers. The importance of this breed cannot be overemphasized. Socialist thinkers (Ram Manohar Lohia and others) drew from this breed and created a sub-breed called socialists. This sub-segment is characterized by extreme individualism. For socialists, the pursuit of self-interest is hardly collective. Socialists get together and separate at such a quick pace that one loses track of who is in which party. Their individualism gets a collective tinge in the form of catering to family ties and caste interests. India is probably the only country where all socialist parties are casteist. There are also caste-based parties whose only ideological commitment is catering to the interests of one or more set of castes. Such caste-based parties also often paint themselves with socialist colours. Caste as a reality of Indian politics has not spared even the communists. Yet, it must be admitted that communists remain the only group in Indian political jungle with a fairly well defined ideology. Of course, having an ideology is different from following it. Communism, as propounded by Marx, Engels, Lenin, Stalin or Mao Tse Tung, is a dictatorship of the proletariat. Its existence in a free democracy with mixed economy is an anachronism. For the past five decades, Indian communist parties have been trying to come to terms with existence in a democratic society. Till the collapse of Soviet Union, at least one of the Communist parties received indirect financial and moral support from Soviet Union. The fall of Soviet Union was a big blow for Indian communists in more ways than one. To survive, almost all communist parties have turned lobbyists for organized labour. Most public sector units and a few large private sector industries have communist trade unions. These trade unions pro vide the funds for running of communist parties in India. Dictatorship of the proletariat has, hence, turned into pressure tactics and lobbying for more and more benefits for the pampered unproductive workers of unprofitable public sector industries. If providing these benefits makes it necessary to impose higher taxes on the proletariat, the communists do not mind it. According to Marx, industrialization was a necessary perquisite for communism. Indian communists have, however, led to a virtual stoppage of industrialization in the two states of Kerala and West Bengal where they have ruled for a long time. The communist political worker is not much different from the general breed of self-interest driven political workers. A few years back, an erstwhile close friend moved from being a full time worker of a communist trade union to Bharatiya Janata Party via Hindujas (a well-known business family). He was welcomed with open arms by the top brass of BJP. Today, he is part of the topmost echelons of BJP. Most people are surprised by, what they see as, his ideological somersault. The fact is that in the ideology-less world of Indian politics, there is a good demand for expert players who can play this game with aplomb without any pangs of conscience. Till a few years back, BJP did not recruit from the floating pool of such expert players. RSS used to provide BJP with all the manpower that it needed. Even today bulk of BJPs manpower needs are met by supplies from RSS. For past seven decades or so, the organizational structure of RSS with its roots spread across the length and breadth of the country has been inspiring a new and different set of volunteers to step into public life. This set did not come into public life for the gains of power or for amassing wealth. Before BJPs rise to power in some states, they used to endure great hardships. The zeal and commitment of RSS workers was praised by even their adversaries and critics. RSS workers were fired by an ideology, often called as Hindu nationalism, that could best be described as a mix of nationalism and strong religious sentiments. RSS did not invent Hindu nationalism. The ideology is more than a century old. Towards the end of nineteenth century, Swami Dayanand Saraswati and Swami Vivekanand, working independently, built a religious-political movement that in due course became the foundation of Indias freedom struggle. Both of them were bitterly opposed by the orthodox elements of Hinduism at that time. They espoused a version of Hinduism, which was progressive and reformist. This was unacceptable to Shankaracharyas and other authorities of Hindu community. In a way, Dayanand-Vivekanand combine represented one ideology and Shankaracharyas represented quite an opposite ideology. In the initial years, RSS represented the former, but it never spelled its ideology in explicit terms. To an extent, RSS felt that ideological confusion would help it attract all sections of Hindu society, so all ideological debates were forbidden. Its aim to become an omnibus diluted its ideological focus. RSS chose to replace ideology with emotion. Senior leaders of RSS preached that organizations are built on the basis of bonds of heart and not on the basis of intellectual debate. Bonds of heart are useful for building a large voluntary organization, but they are of no use when one has to govern or take key decisions in fields of economic or strategic policy. This explains the floundering of BJP as a party of governance. RSS was built to be a fighting machine. The operating software of this machine does not have the capability to deliberate on profound complicated issues. Action rather than thought is the key focus of RSS as well as BJP. It is hence not surprising that RSS, as well as BJP, lacks clarity on all ideological issues. As an example, let us take the case of Common Civil Code. For more than five decades, RSS and all its offshoots have been demanding a common civil code. In this long period it has never occurred to them to prepare a draft of the proposed common civil code. I have asked senior leaders of Sangh clan about what they want in the common civil code. Their stock reply is that as and when they are in a position to pass such legislation, they will appoint a group to prepare such a draft. In other words they acknowledge that they do not even know what should be the broad contours of the code for which they have been shouting for half a century. Lack of depth marks every single ideological plank that RSS and BJP claim as their essential identity. Of course, I have not spent a lifetime working with the Sangh clan and Sangh loyalists would be quick to shout that I lack the essential qualification to comment on their ideology. Have we heard that before? Yes, Congressmen say the same. In a way, BJP has just become a clone of Congress. What Gandhi is to Congress, Guru Golwalkar and Dr. Hedgewar are to BJP. BJP officially claims to follow the ideology of EKATM MANAVWAD (translated by them as Integrated Humanism), propounded by Deendayal Upadhyay. I have yet to meet a BJP leader who can explain the ideology in some depth. You may, of course, try to work as an apprentice with some BJP leaders and hopefully before the end of your life you would know what integrated humanism is all about. The ideological vacuum in BJP is filled by one universal ideology Boss is always right. So, just as Congressmen look up to Sonia Gandhi as the fountainhead of ideology, BJP cadres look up to Atal Bihari Vajpayee and LK Advani. RSS, which claims to be the mother organization of BJP, has lost its moral high ground. RSS still supplies bulk of manpower for BJP. But, for a BJP leader, utterances of Atal-Advani are more important than the noises coming from RSS headquarters at Nagpur. Ideological somersaults committed by Atal-Advani have often confused laymen. Diehard BJP loyalists have, however, been quick to change tacks as and when the bosses jumped. These loyalists have risen in BJP hierarchy and live a life of luxury with all the trappings of power. As BJP leaders have got used to a life of luxury, a major change has come about. Word has gone around that the right channel to get into BJP goes via RSS. As a result, the profile of volunteers entering RSS has undergone a sea change. Emotionally charged, ideologically inspired zeal and commitment are now history. Career-oriented would-be politicians with dreams of power and luxury are entering RSS en route to BJP. They ask no questions and are too willing to jump with every somersault of the leadership. The conversion of BJP into a Congress-clone or a club for collective unbridled pursuit of self-interest signals a national crisis. A decade back, BJP (and Sangh clan) was seen to be the great hope for India. Today, BJP is just another party of petty politicians. India has lost all hopes from her political class, which is intellectually, morally and ideologically bankrupt. A country without hope is in a danger zone. India cannot remain in this zone for long. A new ideology and a new political party, which will be the torchbearer of the new ideology, is the need of the hour. As the new ideology and party take shape, we can either curse our luck for living in this hour of crisis of ideology or we can work for heralding the new sunrise. (C) The strength of opposition The opposition in a democracy plays as important a role as the government. For a strong and sensible government to work in a proper way, according to the will of the people, and equally strong and sensible opposition is a must. Such an opposition is the secret of the success of democracy in England, the oldest democracy of the word. There is mainly one strong political party is opposition. In this lies the strength of democracy in that country. On the other hand, in Indian there are a number of opposition parties constantly quarreling among themselves. This is the greatest weakness of Indian democracy. In India there is no strong, united and healthy opposition. There are various reasons for it. No industrial revolution has taken place in this country. The result is that the working class is not politically conscious and, therefore, it is disunited and weak. The opposition parties do not have any clear cut programmes and policies. Their approach is often communal, sectarian or regional. Their leaders are confused and have no idea of their aims and objectives. They quarrel for power and there are frequent splits. There are often defections on a large scale. People do not have faith in such parties, and so they fail to secure a majority in the elections. In the legislature itself, their leaders indulge in destructive criticism to gain their political ends. They keep party interest above national interest. The role of opposition in a democracy is very important. The opposition accelerates the growth of the county or retards its growth by untimely agitations. For example, the violent agitations in Gujarat, Bihar, Assam and Punjab resulted in great loss of life and propensity and failed entirely to gain their objectives. The Governments policy of State Trading in Food grains was wrongly criticized for political reasons. The result was that procurement targets could not be reached and wheat had to be imported to build up comfortable buffer stock. This was essential to hold the price-line. Such a destructive approach is against the national interest. The role of opposition in a democracy should be healthy. It should criticize the Government policies in the national interest and not for part gains. The opposition parties must come together and merge on the basic of similarity in their ideologies. Universal illiteracy and universal poverty, unhealthy linguist, regionalism, racism and casteism characterize Indian life. They are all obstacles in the way of the growth of a cohesive social and political life in the country. There is a mushroom growth of political parties due to the selfishness and lack of far sightedness of their leaders. Parties can come together on the basis of common ideology. But in India the party alliances are opportunistic, the only common ground between them being their hostility to the Government. Obviously, such alliances are bound to be short lived. For example, the Janta Party was a coalition of a number of political parties. So it, could not rule the nation for any length of time. It was thrown out of power due to the inter-quarreling of the opposition parties. In a democracy the aims of the Government and the opposition should be the same- the good of the people. The opposition should criticize the government to implement its manifesto. It should criticize the government only to make it more efficient and honest. Criticism should be based on sound principles. Opposition parties should keep in mind that they may be called upon by the people to form the Government by any time. They should, therefore, function in a responsible way. Prior to 1967, the opposition was divided into an array of small parties. While the Congress garnered between 45 percent and 48 percent of the vote, no opposition party gained as much as 11 percent, and during the entire period, only two parties won 10 percent. Furthermore, in each election, independent candidates won between 12 percent and 20 percent of the vote. The oppositions first significant attempt to achieve electoral unity occurred during the 1967 elections when opposition party alliances won control of their state governments in Bihar, Kerala, Orissa, Punjab, and West Bengal. In Rajasthan an opposition coalition prevented the Congress from winning a majority in the state legislature and forced it to recruit independents to form a government. The Congress electoral debacle encouraged even more dissidence within the party, and in a matter of weeks after the elections, defections brought down Congress governments in Haryana, Madhya Pradesh, and Uttar Pradesh. By July 1967, state governments of two-thirds of the country were under opposition rule. However, opposition rule in many cases was short-lived. The aftermath of the 1967 elections initiated a climate of politics by defection in which the Congress, and to a lesser extent the opposition, attempted to overthrow governments by winning over their state legislators with promises of grea ter political power and outright bribes. Needless to say, this period seriously undermined the ability of most parties to discipline their members. The increase in opposition-ruled state governments after 1967 also prompted the Congress to use Presidents Rule to dismiss opposition-led state governments with increasing frequency (see Emergency Provisions and Authoritarian Powers, this ch.). Potsdam Conference, meeting of the heads of government of the United States, the USSR, and the United Kingdom, following the unconditional surrender of Germany in World War II. It was held in Potsdam, near Berlin, from July 17 to August 2, 1945. The purpose of the conference was the implementation of decisions reached previously at the Yalta Conference. The U.S. was represented by President Harry S. Truman and the USSR by Premier Joseph Stalin. The United Kingdom was represented at first by Prime Minister Winston Churchill and later by the new prime minister, Clement Richard Attlee. A communiquà © issued at the close of the conference, and known as the Potsdam Agreement, contained the decisions reached by the participants. The principal decisions related to Germany. Administration of the country, until the establishment of a permanent new government, was transferred to the military commanders of the U.S., the USSR, the United Kingdom, and France, in their zones of occupation, and a four-power Allied Control Council was created to resolve questions pertaining to Germany as a whole. Pending definitive settlement in a peace treaty, all lands east of the Odra (Oder) and Neisse rivers were placed under Polish and Soviet jurisdiction. It was agreed that the four occupying powers of Germany should take reparations from their respective zones of occupation; but, because the USSR had suffered greater loss than any of the other major powers, provision was made for additional compensation to the USSR. Rigid measures of control were decided on in the Potsdam Conference to prevent Germany from ever again becoming a threat to world peace. The conferees determined to disarm the country and prevent remilitarization; to outlaw the National Socialist (Nazi) Party that had been led by Hitler; to decentralize the economy and reorganize it with emphasis on agriculture; and to encourage democratic practices. On July 26, the U.S., British, and Chinese governments issued an ultimatum, called the Potsdam Declaration, to the Japanese government, confronting Japan with a choice between unconditional surrender and total annihilation; the USSR was not then at war with Japan and was not a party to the ultimatum.

Use of Angels in Smith’s Annunciation and Plath’s Black Rook in Rainy Weather  Ã‚   Since biblical times, people have looked to angels as sources of comfort, inspiration, protection, and solace. Yet very little is said in the Bible about what angels actually are; the Bible focuses mainly on their deeds, and leaves their nature to the imagination. Consequently, few people really understand them, and the very notion of angels is a rather open-ended idea subject to personal interpretation and design. Poets, never ones to let a chance at interpretation go by, have written about angels, using them as both subject and metaphor. Two poems of note where angels are used as metaphors are "Annunciation", by Kay Smith and "Black Rook in Rainy Weather", by Sylvia Plath. In these poems, angels are referenced not for their own sake, but rather for the metaphorical meanings which the reader may glean from them. In "Annunciation", Smith uses an angel to represent greatness left pursued yet unattained a life, while Plath uses angels to represent unusual occurences which brighten or a dd meaning to an otherwise dreary life. "Annunciation" begins with a note about the standard artistic depiction of the Annunciation, in which the angel Gabriel appears to the Virgin Mary to declare that she will be the Mother of God. Smith notes that in paintings of the event, Mary is always reading a book; she seems trying to keep her place in the book, despite the arrival and great presence of Gabriel. In the poem, Smith herself paints a portrait of a young girl at a crossroads: two girls at a museum in Italy on some sort of trip. "We two sometimes women" (line 20) implies that the girls are fairly young, but since they seem to be alone together they have likel... ...vene in the lives of the faithful in times of trial. Plath uses angels as a metaphor for strength and hope in a time of darkness. Angels are so commonly felt but poorly understood that it is possible to attach many different meanings to them. In poetry, angels can represent a spectrum of ideas and feelings, from awe to hope to strength to fear, just to list a few examples. In "Annunciation", Kay Smith uses the majesty and biblical significance of the angel Gabriel to represent a feeling of greatness and destiny that the speaker let slip through her grasp. In "Black Rook in Rainy Weather", Sylvia Plath uses angels to symbolize the brightness and hope that make an otherwise bleak and dreary life livable. Clearly, angels, like our lives themselves, can have whatever meaning we choose endow upon them. "In the arms of the angels, may you find some comfort here."

In 2012, the company made over $61 billion. That was a 27% increase due to the technology software that the smaller Kindle Fire introduced. Prime Instant Video Selection among Amazon which originated in 1998 has been steady with its growth. Now, as the Prime Video Selection makes its way into the spotlight within amazon. com for consumers, the results or profits are estimated to be outrageous for the company. Amazon. com not only has a company in the United States, but as well internationally. Electronic technology has allowed Amazon. com to start out as a small company and skyrocket and become a leading seller and company in America today. Digital media has expanded over 23 million people in television, books, and magazines. The company is doing exceptionally well. The company has over 88, 400 full time employees and shareholder numbers are at 3,075. I would think that since the website doesn’t give a precise use of how internal controls are conducted I would have to go with Enterprise Risk Management. This Internal Control is a type of software that links accounting and administrated functions into a total record keeping and reporting system that can be overlooked by management as well as the board of directors in that company. Often the board of directors, whose duty it is to oversee the ethical and commercial operations of a company and set policy, will access the ERM through their own intranet that allows them a secure online venue where they can review the company’s books and operations, upload their own documents, make notes and discuss the company in private. 1. What areas of information are missing from this appraisal that would be helpful to you as a clinician? Though the appraisal was quite thorough, it did lack appropriate information regarding patient and family medical history (Chowdhury et al., 2002). While the patient’s lifestyle has an undisputed influence on any health problems he or she might be experiencing, insight into medical history has the potential to reveal genetic propensities that might weigh heavily on the patient’s health (2002). Also missing from this appraisal form is information regarding medications currently being taken by the patient. This is also useful to the clinician as it gives an idea of previous/existing conditions as well as the possibilities for side-effects, allergies, and interference with the drugs that might be presently prescribed for the patient (Nordenberg, 2000). 2. How can this tool be used to create a plan of care? This tool could be used to create a lifestyle change care-plan. The tool probes a wide variety of life-style areas and has the potential to reveal areas in which the patient has compromised his or her health by making and perpetuating bad lifestyle choices. Dietary assessments can be made and regimens created to improve the patient’s nutrition. Physical activity level is also made very accessible by this tool, and exercise plans can be created and modified for the patient starting with the assessment made using this tool. 3. What areas of the appraisal had you not considered previously in your assessments that you now recognize as being beneficial? The safety issues and the environmental issues were areas I had not previously considered in my assessments. I do see the necessity of these factors now, as decisions made regarding safety and environment can contribute as much to the well-being of a patient as diet and exercise. If, for example, a patient is routinely involved in mixing drinking with driving, then life expectancy will likely be reduced, even in the presence of regular exercise, proper diet, and good family medical history. 4. Would you use this appraisal with all assessments? Because of the nature of the lifestyle questions, which seem to be better suited for certain demographics, I would not use this appraisal with all assessments. If not, which aggregates or situations would you implement it with? I believe that the nature of the lifestyle questions dictate that the appraisal in its entirety is best suited for a healthy young population. The aged and aging might be able to relate to the dietary and safety questions, but will likely not be able to relate to those areas concerning strenuous physical activity. If you do not implement it with all clients, what measures will you include in order not to miss at-risk persons? I will incorporate many of the questions but not all of the sections. For example, the physical activity sections might be modified to accommodate lower levels of strain for geriatric patients. Furthermore, since falling is a hazard for older patients, balancing activities may also be included in that section. The dietary section could also be modified to include some of the areas necessary for geriatric patients, such as increased consumption of protein, calcium, and other minerals that deplete with aging. 5. What two things would you suggest to improve this health risk appraisal tool? In order to improve the tool, I would include measures of such lifestyle areas as stress levels and the patients’ financial capabilities. These too have the potential to increase the risk of illness in patients or to preclude their ability to properly care for their illnesses. 6. How could this tool be adapted to meet the time constraints of the nurse yet be comprehensive at the same time? One way to expedite time in the process of collecting the information would be to distribute the assessment to the patients prior to their meeting with the nurse. This way, the patients will be granted the time to fill it out at their leisure before bringing it in at the time of consultation. 7. How can the nurse use information gained from this appraisal to encourage or motivate others to change their behavior or lifestyle? The point system that the test utilizes has the potential to motivate patients, as higher scores boost morale and lower ones demonstrate that greater efforts would improve the patients’ lives. The breakdown of the test into areas also allows the patient to pinpoint the areas where changes would be appropriate. Therefore, stressing the benefits of behavior and lifestyle change in those areas would also encourage the patient to do what is necessary to get these desirable results. 8. How can the nurse ensure honest responses for the client in answering personal questions? In order to promote honesty, the nurse would ensure the confidentiality of the consultation as well as of the results of the assessment. Meeting in a private area would emphasize this, as would the use of envelopes as containers for the completed questionnaires. The nurse should also formally assure the patient of the confidentiality with which the information provided will be treated, and see to it that all other workers adhere to privacy guidelines. Morality of Drug Use

  In his book entitled â€Å"Thinking Critically About Ethical Issues,† Vincent Ryan Ruggiero formulated a criteria consisting of three elements, which criteria relates to respect for persons as a theoretical construct and a practical ethical standard for everyday decision making (Ruggiero, 78). These three criteria are obligations, moral ideals and consequences, which are all applicable to the determination of proper conduct in relation to drug use (Ruggiero, 79).Moral Ideals.Ruggiero explained his concept of moral ideals as distinct from obligations. For him, ideals are goals that characterize excellence, which goals are aimed at by different individuals (Ruggiero, 78). In particular, and in relation to respect for persons, he discussed that moral ideals assist a person in achieving respect for persons (Ruggiero, 80).He also explicated that moral ideals could be composed of various categories, such as the â€Å"cardinal virtues† of old and the theological virtues of religious thinkers. He likewise posited that moral ideals could vary from person to person, or from culture to culture (Ruggiero, 81). This is an important proposition, because the differences in moral ideals determine the differences in treatment given by each person on varying actions. Thus, one person could regard a moral ideal as more than just that, for example as an obligation that requires compliance.Applying this concept to the ethical issue of drug use, it would be concluded that the perspective could be viewed from a number of different perspectives, which also have varying moral ideals. This means that drug use could be viewed positively or negatively by different cultures or population, depending on their respective moral ideals.For example, a population of medical practitioners such as doctors would hold on to the ideal that drug use is necessary in certain cases, such as in situations of a disease or illness that could only be cured by the administration of particular drugs. On the other hand, a population consisting of the religious whose faith dictates the avoidance of drugs would hold on to the exact opposite moral ideal. Thus, an ethical decision hinges on the moral ideals to which the population concerned adhere, because such moral ideals determine the kind of ethical decision that would probably be made in any given situation.Obligations.Ruggiero also discussed the notion of obligations as a criterion for determining respect for persons. His concept of obligations refers to the element of compulsion into doing a certain act, as determined by the situation involved or the relationship between or among parties (Ruggiero, 80). He likewise explained that different kinds of situations and interpersonal relations dictate the kind of obligations that are imposed on a person.Viewing drug use in the light of Ruggiero’s concept of obligations, drug use could be ethically justified by formulating a situation such that the administration or pre scription of medicinal drugs and the corresponding use is seen as an obligation on the part of the doctor and the patient to maintain the latter’s good health and long life.Consequences.Finally, Ruggiero discussed the concept of consequences, which refer to the effects of an action on a person (Ruggiero, 81).   He states that the effects could be classified into beneficial or harmful effects, or grouped according to kind, such as whether they are physical or emotional (Ruggiero, 81).The most important aspect of Ruggiero’s discussion of the topic is his position that the benefit or harm caused by a specific act is determined by the impact of such an act on all persons involved, including the actor (Ruggiero, 81).This criterion is relevant in the issue of drug use, because ultimately, any ethical decision on this matter hinges on its effects on the user. Therefore, drug use could be ethically justified if it is shown that there are health benefits that could favor the user or his community. On the other hand, proof that drug use only leads to individual or collective harm would tilt the favor against drug use.In sum, Ruggiero’s three criteria are relevant in any discussion of the morality of drug use. Most Japanese maintain an impassive expression when speaking. Expressions to watch out for include inhaling through clenched teeth, tilting the head, scratching the back of the head, and scratching the eyebrow. It is considered disrespectful to stare into another person’s eyes, particularly those of a person who is senior to you because of age or status. In crowded situations the Japanese avoid eye contact to give themselves privacy. 5.Meet Meeting Etiquette & Customs in Japan Greetings in Japan are very formal and ritualized.It is important to show the correct amount of respect and deference to someone based upon their status relative to your own.If at all possible, wait to be introduced.It can be seen as impolite to introduce yourself, even in a large gathering.While foreigners are expected to shake hands, the traditional form of greeting is the bow. Be patient and try to work out if your Japanese colleagues have understood what was said.Japanese prefer broad agreements and mutual understanding so that when problems arise they can be handled flexibly.Using a Japanese lawyer is seen as a gesture of goodwill. Note that Japanese lawyers are quite different from Western lawyers as they are much more functionary. Technology has brought the world much closer together. This means that people of different cultures find themselves working together and communicating more and more. How do you relate to someone of another culture? What do you say, or not say, to start a conversation off right? Are there cultural taboos you need to be aware of? Building connections with people from around the world is just one dimension of cultural diversity. You also have issues like motivating people, structuring projects, and developing strategy. What works in one location may or may not work somewhere else. The question is, â€Å"How can I come to understand these cultural differences?† Are we relegated to learning from our mistakes or are there generalized guidelines to follow? Fortunately, a psychologist named Dr Geert Hofstede asked himself this question in the 1970s. What emerged after a decade of research and thousands of interviews is a model of cultural dimensions that has become an internationally recognized standard. With access to people working for the same organization in over 40 countries of the world, Hofstede collected cultural data and analyzed his findings. He initially identified four distinct cultural dimensions that served to distinguish one culture from another. Later he added a fifth dimension and that is how the model stands today. He scored each country using a scale of roughly 0 to 100 for each dimension. The higher the score, the more that dimension is exhibited in society. The Five Dimensions of Culture Armed with a large database of cultural statistics, Hofstede analyzed the results and found clear patterns of similarity and difference amid the responses along these five dimensions. Interestingly, his research was done on employees of IBM only, which allowed him to attribute the patterns to national differences in culture, largely eliminating the problem of differences in company culture.(http:/www.mindtools.com) The five dimensions are: 1. Power/Distance (PD) – This refers to the degree of inequality that exists – and is accepted – among people with and without power. A high PD score indicates that society accepts an unequal distribution of power and people understand â€Å"their place† in the system. Low PD means that power is shared and well dispersed. It also means that society members view themselves as equals. Application: According to Hofstede’s model, in a high PD country like Malaysia (104), you would probably send reports only to top management and have closed door meetings where only a select few, powerful leaders were in attendance. Characteristics Tips High PD Centralized companies. Strong hierarchies. Large gaps in compensation, authority, and respect. Acknowledge a leader’s power. Be aware that you may need to go to the top for answers Low PD Flatter organizations. Supervisors and employees are considered almost as equals. Use teamwork Involve as many people as possible in decision making. 2. Individualism (IDV) – This refers to the strength of the ties people have to others within the community. A high IDV score indicates a loose connection with people. In countries with a high IDV score there is a lack of interpersonal connection and little sharing of responsibility, beyond family and perhaps a few close friends. A society with a low IDV score would have strong group cohesion, and there would be a large amount of loyalty and respect for members of the group. The group itself is also larger and people take more responsibility for each other’s well being. Application: Hofstede’s analysis suggests that in the Central American countries of Panama and Guatemala where the IDV scores are very low (11 and 6, respectively), a marketing campaign that emphasized benefits to the community or that tied into a popular political movement would likely be understood and well-received. Characteristics Tips High IDV High valuation on people’s time and their need for freedom. An enjoyment of challenges, and an expectation of rewards for hard work. Respect for privacy. Acknowledge accomplishments. Don’t ask for too much personal information. Encourage debate and expression of own ideas. Low IDV Emphasis on building skills and becoming masters of something. Work for intrinsic rewards. Harmony more important than honesty. Show respect for age and wisdom. Suppress feelings and emotions to work in harmony. Respect traditions and introduce change slowly. 3. Masculinity (MAS) – This refers to how much a society sticks with, and values, traditional male and female roles. High MAS scores are found in countries where men are expected to be tough, to be the provider, to be assertive and to be strong. If women work outside the home, they have separate professions from men. Low MAS scores do not reverse the gender roles. In a low MAS society, the roles are simply blurred. You see women and men working together equally across many professions. Men are allowed to be sensitive and women can work hard for professional success. Application: Japan is highly masculine with a score of 95 whereas Sweden has the lowest measured value (5). According to Hofstede’s analysis, if you were to open an office in Japan, you might have greater success if you appointed a male employee to lead the team and had a strong male contingent on the team. In Sweden, on the other hand, you would aim for a team that was balanced in terms of skill rather than gender. Characteristics Tips High MAS Men are masculine and women are feminine. There is a well defined distinction between men’s work and women’s work. Be aware that people may expect male and female roles to be distinct. Advise men to avoid discussing emotions or making emotionally-based decisions or arguments. Low MAS A woman can do anything a man can do. Powerful and successful women are admired and respected. Avoid an â€Å"old boys’ club† mentality. Ensure job design and practices are not discriminatory to either gender. Treat men and women equally. 4. Uncertainty/Avoidance Index (UAI) – This relates to the degree of anxiety society members feel when in uncertain or unknown situations. High UAI-scoring nations try to avoid ambiguous situations whenever possible. They are governed by rules and order and they seek a collective â€Å"truth†. Low UAI scores indicate the society enjoys novel events and values differences. There are very few rules and people are encouraged to discover their own truth. Application: Hofstede’s Cultural Dimensions imply that when discussing a project with people in Belgium, whose country scored a 94 on the UAI scale, you should investigate the various options and then present a limited number of choices, but have very detailed information available on your contingency and risk plans. (Note that there will be cultural differences between French and Dutch speakers in Belgium!) Characteristics Tips High UAI Very formal business conduct with lots of rules and policies. Need and expect structure. Sense of nervousness spurns high levels of emotion and expression. Differences are avoided. Be clear and concise about your expectations and parameters. Plan and prepare, communicate often and early, provide detailed plans and focus on the tactical aspects of a job or project. Express your emotions through hands gestures and raised voices. Low UAI Informal business attitude. More concern with long term strategy than what is happening on a daily basis. Accepting of change and risk. Do not impose rules or structure unnecessarily. Minimize your emotional response by being calm and contemplating situations before speaking. Express curiosity when you discover differences. 5. Long Term Orientation (LTO) – This refers to how much society values long-standing – as opposed to short term – traditions and values. This is the fifth dimension that Hofstede added in the 1990s after finding that Asian countries with a strong link to Confucian philosophy acted differently from western cultures. In countries with a high LTO score, delivering on social obligations and avoiding â€Å"loss of face† are considered very important. Application: According to Hofstede’s analysis, people in the United States and United Kingdom have low LTO scores. This suggests that you can pretty much expect anything in this culture in terms of creative expression and novel ideas. The model implies that people in the US and UK don’t value tradition as much as many others, and are therefore likely to be willing to help you execute the most innovative plans as long as they get to participate fully. (This may be surprising to people in the UK, with its associations of tradition!) Characteristics Tips High LTO Family is the basis of society. Parents and men have more authority than young people and women. Strong work ethic. High value placed on education and training. Show respect for traditions. Of course, no society is homogenous and there will be deviations from the norms Hofstede found, however, with this as your guide you won’t be going in blind. The unknown will be a little less intimidating and you’ll get a much-needed boost of confidence and security from studying this cultural model. Apply This to Your Life: Take some time to review the for the various cultural dimensions Hofstede identified. Pay particular attention to the countries from which the people you deal with on a day-by-day basis come. In light of these scores, think about some interactions you’ve had with people in other countries. Does your conversation or association make more sense given this newly found insight? Challenge yourself to learn more about one culture in particular. If your work brings you in contact with people from another country, use that country as your point of reference. Challenges to the leadership are not well-received. Individualism The fundamental issue addressed by this dimension is the degree of interdependence a society maintains among its members. It has to do with whether people ´s self-image is defined in terms of â€Å"I† or â€Å"We†. In Individualist societies people are supposed to look after themselves and their direct family only. In Collectivist societies people belong to ‘in groups’ that take care of them in exchange for loyalty. Malaysia, with a score of 26 is a collectivistic society. This is manifest in a close long-term commitment to the â€Å"member† group, be that a family, extended family or extended relationships. Loyalty in a collectivist culture is paramount and overrides most other societal rules and regulations. Such a society fosters strong relationships, where everyone takes responsibility for fellow members of their group. In collectivistic societies, offence leads to shame and loss of face. Employer/employee relationships are perceived in moral terms (like a family link), hiring and promotion take account of the employee’s in-group. Management is the management of groups. Masculinity / Femininity A high score (masculine) on this dimension indicates that the society will be driven by competition, achievement and success, with success being defined by the winner / best in field – a value system that starts in school and continues throughout organisational behaviour. A low score (feminine) on the dimension means that the dominant values in society are caring for others and quality of life. A feminine society is one where quality of life is the sign of success and standing out from the crowd is not admirable. The fundamental issue here is what motivates people, wanting to be the best (masculine) or liking what you do (feminine). At 50, Malaysia can be considered a masculine society – highly success oriented and driven. In masculine countries, people â€Å"live in order to work†, managers are expected to be decisive, and the emphasis is on equity, competition and performance. Conflicts are resolved by fighting them out. A clear example of this dimension is seen around election time, with ferocious, no-holds barred battles between candidates. Uncertainty avoidance The dimension Uncertainty Avoidance has to do with the way that a society deals with the fact that the future can never be known: should we try to control the future or just let it happen? This ambiguity brings with it anxiety and different cultures have learnt to deal with this anxiety in different ways. The extent to which the members of a culture feel threatened by ambiguous or unknown situations and have created beliefs and institutions that try to avoid these is reflected in the UAI score. Malaysia scores 36 on this dimension and thus has a low preference for avoiding uncertainty. Low UAI societies maintain a more relaxed attitude in which practice counts more than principles and deviance from the norm is more easily tolerated. Following years of confrontation in search of independence, Malaysia was established in September 1963 through the union of the Independent Federation of Malay, the former British colonies of Singapore and the East Malaysian States of Sabah and Sarawak. Over the last few decades the country has evolved from a successful producer of raw materials to a multisector economy. Today, Malaysia offers a unique blend of old traditional culture and new technological innovations. As the Malaysian market continues to develop and prosper, it is becoming increasingly valuable for those entering into business in Malaysia to be aware of the cultural dimensions that shape the fabric of this country Culture Face – A vital element of Malaysian culture, as with most Asian cultures, is the concept of face. In Malaysian society to â€Å"lose face†, that is to lose control of one’s emotions or to show embarrassment in public, is perceived as a negative display of behavior. Malaysians will use a number of methods in order to â€Å"save face†. Laughter, for instance, is often used to mask one’s true feelings and can reveal numerous emotions including nervousness, shyness or disapproval. Saving face is particularly crucial in business contexts as causing your Malaysian counterpart to lose face may influence the outcome of your future business dealings. High context culture – In high context cultures such as Malaysia meaning is often more explicit and less direct than in many Western cultures. This means that words are less important and greater attention must be given to additional forms of communication such as voice tone, body language, eye-contact and facial expressions. Economy The Malaysian economy slowed sharply in the first half of 2005, but the outlook for the year as a whole and over the medium-term remains broadly favorable. The slowdown in the pace of economic activity, which began in the third quarter of 2004, continued in 2005.1 Year-on-year growth was sustained at 5.8 percent in Q1 2005, (Q4 2004 5.8 percent) and declined to 4.1 percent in Q2 2005, below market expectations. As a result, real GDP growth declined to 4.9 percent in the first half of 2005. On a year-on-year basis, the decline in economic activity was affected by negative contributions from mining (-1.6 percent) and construction (-2 percent), and a sharply lower positive contribution from manufacturing output (3.2 percent), and growth was driven mostly by the services sector (5.4 percent). On the expenditure side, the lower contribution to overall growth from external demand was partially offset by buoyant domestic demand, which expanded by 5.8 percent, underpinned by continued strong growth in private consumption (8.7 percent) and gross fixed capital formation (4.5 percent). A recovery in external demand for electronic and electrical (E&E) products is expected in the second half of 2005, and domestic demand will receive a further boost from the mild stimulus measures announced in the 2006 Budget.2 Thus, medium-term prospects remain broadly positive, with the economy expected to grow by 5 percent in 2005, 5_-.5_ percent in 2006, and 5_-6 percent through 2008. Political System The different states of the Federation of Malaysia became independent from the United Kingdom and Singapore at different times; the 11 Malay peninsular states in 1957 and the Borneo states of Sabah and Sarawak in 1963. The predominantly Chinese island-city of Singapore split off from Malaysia in 1965. Malaysia is an independent member of the Commonwealth. The supreme head of state or king, the Yang di-Pertuan Agong, is elected every five years by the nine hereditary Malay rulers of Western Malaysia. At election time, each state ruler is asked whether or not he wishes to run for the kingship. If there is only one candidate, he becomes king if he receives at least five affirmative votes from the other rulers; otherwise, a new candidate is sought. When there is more than one candidate, the ballots are taken in the order of a rotation system. The ruler of the last of the nine states to be represented in the kingship since independence, Sultan Azlan Shah, was elected in March 1989. As in most parliamentary systems, political power resides in the cabinet, headed by the prime minister. The king appoints the cabinet from the 177-member House of Representatives, or Dewan Rakyat, whose representatives are elected by universal adult suffrage every five years. The other half of the Malaysian bicameral legislature is the 69-member Senate, or Dewan Negara, comprising two members elected by the legislatures of each of the states, and the remaining 43 senators appointed by the king, all for six-year terms. Trade System Malaysia experiences a rapid growth and its remarkably quick and strong recovery from the 1997 Asian financial crisis. Members of the trade policy review body attributed this impressive economic performance to sound macroeconomic policies, structural reforms, especially in the corporate and financial sectors, and fast growth in exports. Some Members wondered about the timing and effectiveness of Malaysia’s capital and exchange control measures implemented in the wake of the Asian crisis and the pegging of the ringitt to the U.S. dollar, measures that Malaysia saw as appropriate for stabilizing markets and building confidence. Members expressed the hope that â€Å"temporary† liberalization measures introduced during the review period would be made â€Å"permanent†. Members also sought Malaysia’s views on the need to diversify its exports, nearly half of which involve electronics. Members commended Malaysia for its strong support for and commitment to the multilateral trading system, and expressed their hope that it would actively participate in the Doha Development Agenda. As regards Malaysia’s pursuit of trade liberalization in regional fora, particularly ASEAN, some Members noted that the gap between MFN and preferential tariff rates applied to imports from ASEAN countries constituted a potential source of trade diversion, although Malaysia did not believe that this has actually happened. Members expressed their appreciation of Malaysia’s relative openness to trade and foreign direct investment and its continued liberalization efforts in these areas. In particular, Members commended Malaysia for its efforts to reduce tariffs, simplify the tariff structure, and abolish all local-content requirements (except those for the automotive sector). At the same time, concerns were raised over the fact that about one-third of Malaysia’s tariff lines were unbound and the widening gap between bound rates and applied MFN rates, which had permitted Malaysia to increase tariff protection for certain products, thereby raising the simple average of MFN tariffs during the review period. Malaysia noted that this widening gap between bound and applied MFN tariff rates was the consequence of unilateral tariff reductions and that the import-weighted tariff average had declined; some other Members felt that such a gap provided developing nations with a degree of flexibility in undertaking trade liberalization and other economic reforms. Members also urged Malaysia to reduce the scope of its non-automatic licensing system. It was noted that state-owned enterprises continued to play an important role in Malaysia’s economy and that the authorities might need measures to assure a pro-competitive climate in the sectors where such ent erprises were prevalent. Some Members encouraged Malaysia to accede to the Agreement on Government Procurement. On sectoral issues, Members noted the contrast between the openness and economic performance of the electronics and automotive industries; the much more open electronics industry had performed much better than the automotive industry, which was protected by high tariffs and non-tariff measures, including import licensing. Members urged Malaysia to bring forward the abolition of local-content requirements for motor vehicles. Moreover, Members encouraged Malaysia to continue its liberalization of the services sector, particularly financial services and telecommunications. In addition, Members also sought further clarification on, inter alia: the possibility of an ASEAN — China free trade agreement; effectiveness of investment guarantee agreements; greater use of ad valorem import duties; measures affecting exports; further progress in competition policy; transparency in government procurement; enforcement of intellectual property rights; standards and licensing concerning various agricultural products; and recognition of qualifications in education and legal services. Members expressed their appreciation of the responses provided by the delegation of Malaysia during the meeting, and looked forward to later replies to some questions. In conclusion, this Review has provided Members with a much better understanding of Malaysia’s trade and trade-related policies and of their role in fostering Malaysia’s economic development and helping it to cope with shocks, such as the Asian financial crisis. Malaysia’s recovery has apparently been greatly facilitated by Members’ adherence to the principles of the multilateral trading system and thus their willingness to keep their economies open to Malaysia’s exports. Members encouraged Malaysia to further liberalize and diversify its economy. In this context, I, along with Members, look forward to Malaysia’s continued support for future efforts to liberalize the multilateral trading system. Legal System The legal system of Malaysia was modeled after the English legal system which practices parliamentary democracy and is ruled by a Constitutional Monarchy, with His Majesty the Yang di-Pertuan Agong (the King) ceremonially as the Head of the country. The Yang di-Pertuan Agong is elected by the Conference of Rulers for a five-year term from amongst the hereditary Rulers of the nine states in the Federation which are ruled by Sultans. The states are Perlis, Kedah, Perak, Selangor, Negeri Sembilan, Johor, Pahang, Terengganu and Kelantan. In the other states, namely Melaka, Pulau Pinang, Sabah and Sarawak, the Head of State is the Yang di-Pertua Negeri or Governor of the State. The Yang di-Pertua Negeri is appointed by the Yang di-Pertuan Agong for a four-year term. The Federal Constitution of Malaysia clearly divides the law-making authority of the Federation into its legislative authority, judicial authority and executive authority. The separation of power also occurs both at federal and state levels. The federal laws enacted by the federal assembly or better known as the Parliament of Malaysia applies throughout the country. There are also state laws governing local governments and Islamic law enacted by the state legislative assembly which applies in the particular state. Malaysian Business Culture Working practices in Malaysia When scheduling business meetings in Malaysia one must take into consideration the importance of prayer times in this predominantly Muslim country. Fridays are a particularly religious day of the week and if possible meetings should not be scheduled for this time. Attitude to punctuality varies according to which nationality you are doing business with. The Chinese for example expect punctuality, whereas both ethnic Malays and Indian business people have a more relaxed attitude towards time. As a general rule, you will be expected to be punctual; therefore it is advised to arrive to business appointments on time. If your business in Malaysia requires interaction with Malaysian government officials, ensure that all communication takes place in the language of Bahasa Malaysia. The majority of transactions and correspondence with Malaysian companies however, will generally be conducted in English. Structure and Hierarchy in Malaysian Companies. Regardless of the size or nature of the company, hierarchy is an integral part of Malaysian business culture. Malaysian companies generally follow a vertical hierarchical structure where authority is directed from the top. In keeping with Malaysian culture, titles and job descriptions play a significant part in many Malaysian companies. They are important for employees in order to emphasize the line of authority within the business. Working Relationships in Malaysia Malaysians’ respect for authority is evident in most business dealings. The relationship between subordinates and their superiors for example is distinct and highly official. Malaysians do not address their bosses by their first name, but use titles such as â€Å"Mr† and â€Å"Madam† followed by their honorific form of address. Relationships between Malaysian business colleagues are based on mutual respect and, as such, the same procedure used when addressing their superiors is also applied with their Malaysian business colleagues. Malaysia Business Part 2 – Doing Business in Malaysia Business Practices in Malaysia When meeting your Malaysian counterparts for the first time, a firm handshake is the standard form of greeting. However, you should only shake hands with a Malaysian businesswoman if she initiates the gesture. Otherwise a nod or a single bow is appropriate. With such an array of cultures in Malaysia addressing Malaysians properly can be difficult. It is advised to find out in advance how you should address the person you are to meet. Generally speaking, a Malay’s first name is individually given, while the second and third name indicate those of the father and the grandfather. In some cases the words â€Å"bin† (son) or â€Å"binti† (daughter) can be added after the given name. Gifts are not usually exchanged as they may be perceived as a bribe. However, in the event that you are presented with a gift, it is customary to accept it with both hands and wait until you have left your Malaysian colleagues before opening it. Be sure to reciprocate with a gift of equal value in order to avoid loss of face. Business cards are customarily exchanged after an initial introduction in Malaysia. Since a large proportion of Malaysian business people are Chinese, it will be useful if your card is printed in both English and Chinese and that details of your education, professional qualifications, and business title are included. Cards should be presented and received with both hands, and time should always be spent examining the information before placing it on the table or in a briefcase. Malaysian Business Etiquette (Do’s and Don’ts) _ DO be patient with your Malaysian counterparts during business negotiations. The process is often a long and detailed one that should not be hastened. _ DO remain polite and demonstrate good etiquette at all times. Elderly Malaysian business people for example should be treated with respect and always acknowledged before younger members of the organization. This is an essential part of achieving successful business dealings in Malaysia. _ DO take time to establish productive business relationships with your Malaysian colleagues. Initial meetings are generally orientated towards developing such relationships and will be maintained throughout and beyond the negotiations. Without them, your business plans may be fruitless. X DON’T assume that a signed contract signifies a final agreement. It is common for negotiations to continue after a contract has been signed. X DON’T be surprised if your Malaysian counterparts ask what you may consider to be personal questions. In Malaysia, asking people about their weight, income and marital status for example, is not uncommon and is viewed as an acceptable approach to initial conversations. X DON’T enter into business with a Malaysian company without a letter of introduction from a bank or mutual acquaintance. This will help your request for a future meeting, as Malaysians prefer to conduct business with those they are familiar with. Geert Hofstedeâ„ ¢ Cultural Dimensions There is a high correlation between the Muslim religion and the Hofstede Dimensions of Power Distance (PDI) and Uncertainty Avoidance (UAI) scores. The combination of these two high scores (UAI) and (PDI) create societies that are highly rule-oriented with laws, rules, regulations, and controls in order to reduce the amount of uncertainty, while inequalities of power and wealth have been allowed to grow within the society. These cultures are more likely to follow a caste system that does not allow significant upward mobility of its citizens. When these two Dimensions are combined, it creates a situation where leaders have virtually ultimate power and authority, and the rules, laws and regulations developed by those in power, reinforce their own leadership and control. It is not unusual for new leadership to arise from armed insurrection – the ultimate power, rather than from diplomatic or democratic change. Analysis Using Hofstede’s Cultural Dimensions Power Distance Index (PDI), High – Suggests that the degree to which the less powerful members of organizations and institutions (like the family) accept and expect that power is distributed unevenly. This represents high inequality. It implies that a society’s level of inequality is allowed by the followers as much as by the leaders. Individualism (IDV), Low – Collectivism, that is the degree to which individuals are inte-grated into groups. Given that the IDV index of Malaysia is low, it is implied that collectivism is more manifested than individualism in its culture. On the individualist side we find societies in which the ties between individuals are loose: everyone is expected to look after him/herself and his/her immediate family. On the collectivist side, we find societies in which people from birth onwards are integrated into strong, cohesive in-groups, often extended families (with uncles, aunts and grandparents) which continue protecting them in exchan ge for unquestioning loyalty. The word ‘collectivism’ in this sense has no political meaning: it refers to the group, not to the state. Masculinity (MAS), Average – There is no eminent distinction of how roles are distributed in Malaysia as according to gender. The index shows moderately-low to average in terms of masculinity. The gap between the two gender roles is not that great which may signify equality between the roles. Uncertainty Avoidance Index (UAI), Moderately-Low – Uncertainty avoiding cultures try to reduce the chance of such situations by strict laws and rules, safety and security measures, and on the philosophical and religious level by a belief in absolute Truth. Malaysia exhibits a moderately-low index, which suggests that the society has a tolerance for uncertainty and ambiguity.
